Bill O'Neill is Vice President of Federal Sales in Global Crossing’s Federal Sector business. O'Neill, who is based in Reston, VA, is responsible for the implementation of the Federal business plan and for the alignment of Global Crossing’s solutions to our customer’s mission goals.  O’Neill is the former Vice President of Qwest Government Services.

O'Neill joined Qwest in 2008 from Nortel Networks, where he was Vice President and General Manager of Product and Managed Services for Nortel Government Solutions.   Prior to joining Nortel in 1999, he spent 17 years at Raytheon in various business development, sales, and management positions serving government and enterprise customers from its facilities.  He was General Manager of Operations for Raytheon Technical Services from 1996 to 1999.  He serves on the TechAmerica Public Sector board and the AFCEA DC board as an executive member.

Bill O'Neill graduated magna cum laude with a Bachelor of Science in Engineering from Roger Williams College in Bristol, RI.
