Bio - COL W. Scott Moser

Scott MoserColonel W. Scott Moser is the G6 of the Army National Guard in Arlington, VA.  He is the senior uniformed Army National Guard officer responsible for formulating, developing and coordinating all information technology policies, programs and plans affecting 362,000 Army National Guard personnel in the 54 States and Territories.  He serves as the principal advisor to the Director of the Army National Guard on information technology issues.

Colonel Moser enlisted in the United States Army Reserve as a Patient Care Specialist and attained the rank of Staff Sergeant before attending Officer Candidate School at Fort Benning, Georgia.  He commissioned as a Second Lieutenant in the Signal Corps, and his first assignment took him to Fort Hood, Texas.  After assignments as the Communications Platoon Leader/Executive Officer, 2nd Armored Division Artillery and Executive Officer in Company A 142nd Signal Battalion, he joined the Texas Army National Guard (ARNG).  COL Moser served as the HHC Commander and later as the S2 of the 136th Signal Battalion.  COL Moser started in the ARNG Title X program in 1992 and served in various assignments to include Systems Analyst, ARNG Liaison with the Reserve Component Automation System;  Chief of the Requirements and Architecture Branch, Army Information Systems; and Chief of Plans and Policy Branch, Chief Information Office, Army National Guard.   He later served as a Department of Army (DA) Staff Officer assigned to the Office of the Director, Information Systems Command, Control, Communications, and Computers (now Army CIO/G6) and was assigned to the Army National Guard, Chief Information Office, as the Deputy Chief Information Officer and the Chief of the Plans and Programs Branch.   COL Moser served as the Reserve Component Joint Warfighter Capability Assessment Officer on the Joint Staff, J6. He also served as the Chief, Information Technology Plans, Policy and Programs Division.   In June 2006, COL Moser was selected to be the ARNG G6.  He deployed to Afghanistan as part of an Operation Enduring Freedom mission to determine the communications requirements in support of the Agribusiness Development Teams.

COL Moser holds a Bachelor of Science Degree from the University of Wyoming and Master of Arts Degrees in Computer Information Resources Management from Webster University and National Security and Strategic Studies from the United States Naval War College.   His military education includes the Signal Officer Basic Course, Signal Officer Advanced Course, Command and General Staff College, the Naval War College, College of Naval Command & Staff (Seminar Program), Air War College (Seminar Program) and the United States Army War College as a Fellow at Carnegie Mellon University.  He is a Certified Level III Acquisition Professional in Information Technology, and holds Chief Information Officer Certificates from the National Defense University, Information Resource Management College & Chief Information Officers University and Carnegie Mellon University.

COL Moser is married to the former Sara Park and they have a daughter named Kinsey.
