Bio - Debra Scheider
Ms. Debra W. Scheider was appointed Director, Office of Contracts, NRO in April 2004. She currently serves as the NRO Senior Procurement Executive, Head of Contracting Activity, and Head of Agency for procurement matters. Ms. Scheider also represents the NRO in all contracting and procurement matters with the Office of the Director of National Intelligence and the Department of Defense.
A career CIA officer, Ms. Scheider has served in many Agency components including the CIA Directorate of Science and Technology, the Directorate of Support, and the Directorate of Operations. She has served most of her career in the acquisition field, and in 1988, was assigned to an overseas field station to provide logistics support. Ms. Scheider led contracting activities for major programs in the Office of Global Analysis before moving to management assignments. She has experience in all aspects of acquisition, including the unique contracting methods used to support National Clandestine Service special programs. In 1997, she assumed leadership of the largest CIA contract team in Global Communications Support where she implemented a major restructuring of information services contracts that enabled the CIA to respond successfully to the surge of post-911 requirements.
In the fall of 2000, Ms. Scheider was selected to lead the largest contracting group in the CIA, encompassing all contracting teams in the Directorate of Support. This work involved acquisition of information technology services, software and hardware, facility services and construction, security services, training, and administrative services, as well as funds transfers to other government agencies. In this capacity she also served as the Source Selection Authority for several major acquisitions.
Ms. Scheider has earned a Bachelor of Science degree in Interdisciplinary Studies, Environmental Science in Business from American University, a Masters degree in Business Administration from Virginia Polytechnic Institute and State University, and a Masters degree in Public Management from the University of Maryland School of Public Policy.
