Bio - Dr. Charlette Watkins
Dr. Charlette Ward Watkins entered the Defense Intelligence Senior Executive Service (DISES) ranks in March 2003 and is currently serving as the Assistant Deputy Director of National Intelligence for Acquisition and the Intelligence Community Senior Acquisition Executive at the Office of the Director of National Intelligence (ODNI). In this role, she is responsible for overseeing and evaluating the Intelligence Community (IC) elements’ project management activities in executing Major System Acquisitions (MSAs) funded by the National Intelligence Program (NIP). Prior to this assignment, Dr. Watkins served as the Director, National System for Geospatial-Intelligence Program Management Office (NSG PMO) at the National Geospatial-Intelligence Agency (NGA), responsible for advising, directing, overseeing, and coordinating the National System for Geospatial-Intelligence (NSG).
Dr. Watkins’ career in the acquisition management field spans over twenty-three years at NGA and its predecessor organizations, the Central Imagery Office and the Defense Mapping Agency. As a senior-level executive, she has served as the Director, Acquisition Directorate; Director, Acquisition Systems Office and Chief, Dissemination and Archive Division where she had increasing levels of responsibility associated with managing multiple major acquisition programs that covered a broad range of systems in support of the NSG. Dr. Watkins has also held senior-level executive positions outside of the acquisition field serving as the Director, Office of Diversity Management and Equal Employment Opportunity and the Deputy Director, Office of Corporate Communications.
Dr. Watkins holds a Bachelor of Science –Mathematics (BSMth) from Creighton University; a Master of Arts (MA) in National Security and Strategic Studies from the Naval War College and a Doctoral (PhD) degree in Computer Information Systems from Nova Southeastern University. In addition, she is Defense Acquisition Workforce Initiative Act (DAWIA) Level III certified in Program Management and Information Technology, and a member of the Defense Acquisition Corps.
Dr. Watkins is married, has two daughters and resides in Herndon, VA. She is an active member of the Lambda Kappa Omega Chapter of the Alpha Kappa Alpha Sorority, Incorporated and is on the Board of Directors of the Educational and Charitable Foundation of LKO, a non-profit 501 (c) (3) dedicated to providing service to the Northern Virginia community.
