Bio - Dr. Prescott B. Winter

CURRENT POSITION:  In April 2007 Dr. Prescott B. Winter became the first Chief Technology Officer (CTO) at the National Security Agency/Central Security Service (NSA/CSS). As the CTO, Dr. Winter ensures that the enterprise architecture supports all three NSA missions: SIGINT, Information Assurance, and enabling Net-Warfare, allowing synergy between them. He leads the operation and modernization of NSA’s Information Technology infrastructure, the creation of Net-Centric Capabilities (TURBULENCE) initiatives, technical developments for analytical capabilities within SIGINT, and NSA’s RT-10 national/Tactical initiative. He also serves as the Chief Information Officer.

EDUCATION:   Dr. Winter attended Stanford University, where he studied history; physics and engineering, with a Bachelor of Arts (BA) degree in history in 1969.  He continued at Stanford to earn a Masters Degree in East Asian Studies, and a PhD in History, specializing in East Asian history.  His doctoral study and research in Japan were supported by awards from both the Fulbright Program and the Social Science Research Council.  Since joining NSA he has also taken courses in Electrical Engineering at George Washington University and at the Wharton School of Business.

PRIOR POSITIONS:  Dr. Winter began his career at NSA in 1982 as a linguist and reporter, including a period of service in Canada.  Subsequently, he worked as a collection manager and as a developer of new types of collection systems.  In 1992 he established a new industrial relations program.  In 1998, he began developing the plan for Cryptologic Mission Management (CMM) that led to an assignment as the NSA Architect.  In 2001, he served first as the Deputy Principal Director for Corporate Strategy, then in the Information Assurance Directorate as the Deputy Chief of the Defensive Information Operations Group. In 2003, Dr. Winter was the Chief of Customer Response, within the Customer Relationships Directorate of the SIGINT Directorate, responsible for reporting policy and for dissemination operations and policy.  Prior to his current assignment, Dr. Winter was the Director NSA/CSS Commercial Solutions Center (NCSC), one of the first organizations responsible for integrating the full range of NSA’s relationships with industry.  The NCSC integrated the Agency’s strategic industry activities with the appropriate SIGINT, Information Assurance, and Information Operations missions.

PROFESSIONAL BACKGROUND:  Dr. Winter is a member of the Institute for Electrical and Electronic Engineers (IEEE). While pursuing his graduate studies at Stanford, he served as an instructor in East Asian and Japanese history, and as the Assistant Director of the Stanford/Berkeley Joint Center for East Asian Studies

PERSONAL:  From his home in Annapolis, where he lives with his wife Lynn and son, Dr. Winter enjoys various sports, including running, kayaking and cross-country skiing.  He also enjoys classical music and is an avid amateur musician.
