Bio - Jack Gumtow

Jack GumtowMr. Jack Gumtow was selected for promotion to the senior level in March 2005 and is currently the Naval Intelligence Chief Information Officer, Chief Technology Officer, and Senior Expert for SCI Telecommunications, Networks and Systems on the Deputy Chief of Naval Operations (DCNO) for Information Dominance staff. In this role, Mr. Gumtow is the senior Navy Intelligence Community IT advisor and the Navy’s senior representative to a myriad of Intelligence Community boards, to include the IC CIO Council, IC CTO Council and the DoDIIS Executive Council. Mr. Gumtow is also the Senior Information Assurance Authorizing Official for Naval Intelligence.

Prior to his current assignment, Mr. Gumtow served as the first CIO for ONI and was the senior advisor and advocate for the management of information as a resource and the promotion of an organizational culture that facilitates information sharing. Mr. Gumtow was responsible for positioning IT as a business enabler at the Echelon II and III levels to increase Navy’s ability to deliver innovative, as well as core IT capabilities.

Mr. Gumtow also served as the Chief Knowledge Officer for ONI and was the Director of Security and Corporate Operations (SSO Navy). He was responsible for the management of the worldwide Navy SCI Security mission, the establishment of several Fleet Area SSO and Regional IAM sites in key Fleet concentration areas and for the management of the ONI and Navy SCI security program. He was also responsible for facilities management and construction, human resources, and multi-media production.

Prior to joining the government in 1991, Mr. Gumtow was a Program Manager for the defense contractor ManTech. In this capacity he was responsible for the independent verification and validation (IV&V) of several Navy and foreign military C4ISR systems.

Mr. Gumtow holds a bachelors degree in Information Systems Management from the University of Maryland and a master’s degree in Technology Management from the University of Maryland University College.

Mr. Gumtow is the recipient of the multiple Navy Superior Civilian Service Medals.
