Bio - Mary Ann Rockey

Mary Ann RockeyMary Ann Rockey, Senior Executive Service, was appointed Program Executive Officer (PEO) and Deputy Chief Information Officer (Acquisition) for the Military Health System (MHS) in September 2008.  Ms. Rockey is the principal advisor to the Assistant Secretary of Defense for Health Affairs, Chief Information Officer of the MHS, and to Department of Defense (DoD) medical leaders on all matters related to acquisition of information management (IM) and information technology (IT) products and services.  She works closely with Army, Navy, and Air Force medical departments to ensure military health IT programs are well managed, comply with applicable statutes and policies, and align with the objectives of the MHS.  She oversees the IM/IT program offices on all matters of acquisition, development, testing and deployment of software systems to the military, including AHLTA, the MHS’ electronic health record.  

Prior to being named to this position, Ms. Rockey was selected as the Chief Information Officer (CIO) at Navy’s Bureau of Medicine and Surgery in September 2006.  As CIO, she issued Navy Medicine’s first Information Management/Information Technology (IM/IT) Strategic Plan.  She instituted and led a strong IT governance process, tackled difficult information security issues, and resolved critical data sharing concerns with the Department of Veterans Affairs.  In recognition of the growing importance of information technology to the mission of Navy Medicine, she led the restructuring and transition of the CIO’s office from a staff function to a direct line function reporting directly to the Navy Surgeon General further strengthening Navy Medicine’s ability to capitalize on the continued growth of digital information in the medical arena to improve clinical and business outcomes.  

Ms. Rockey possesses over 25 years of experience in information technology, logistics, acquisition, and cost management in the Department of Defense.  She began her career with the Navy in 1984 when she was selected for the highly competitive Navy Logistics Management Intern program.  This program provided hands-on experience in diverse Navy organizations including a Naval Supply Center, Navy and Commercial shipyards, and the Navy Inventory Control Point. 
Ms. Rockey holds a Bachelor of Science in Business Management from Christopher Newport University, graduating cum laude and a Master’s of Business Administration from Florida Institute of Technology, graduating summa cum laude.  She is also a Distinguished Graduate from the Industrial College of the Armed Forces earning a Master of Science in National Security Industrial Studies.
Ms. Rockey has received numerous awards and recognitions including the Superior Civil Service Award (2008), Navy Civilian Meritorious Service Award (2006), Government Computer News Career Leadership Excellence award (2004), and Federal Computer Week Federal 100 award (2003).
