Bio - Michael Payne

Michael PayneMichael “Mike” Payne is the current Chief, Office of Intelligence, Surveillance and Reconnaissance (ISR) Systems and Technology, under the Assistant Commandant for Intelligence and Criminal Investigations, USCG. He is responsible for the operations, development and integration of the Coast Guard Intelligence Program’s ISR information processing and information sharing IT systems that link the intelligence community, Department of Defense (DOD) and the Department of Homeland Defense (DHS).

Mr. Payne served two assignments with the Office of Naval Intelligence (ONI). In his first assignment from August 1988 to Nov 1995 with the former Naval Technical Intelligence Command he managed the information technology department for Acoustical and Signals Intelligence Production Systems. In 1992 with the formulation of the new ONI, he was the lead engineer and developer for the ONI Novell local area network and office automation systems. In May 2002 to March 2005, Mr. Payne was responsible for the ONI enterprise data storage infrastructure to include the engineering, development, integration, operations and community coordination of Navy intelligence information technology systems for the ONI/Navy Disaster Recovery Program. While holding this position at the ONI, Mr. Payne was further appointed by the Defense Intelligence Agency Chief Information Officer as the Deputy Storage Engineer for the DOD intelligence community Department of Defense Intelligence Information System Regional Service Center storage architecture.

As the Technical Services Director for the Marine Corps Intelligence Activity from November 1995 to March 2001, Mr. Payne was in charge of all information technology systems, local area networks, and communications systems. In addition, Mr. Payne served at the Defense Intelligence Agency in March 2001 to May 2002 on several project management positions to include the initial formulation of the Joint Intelligence Task Force-Counter Terrorism. Mr. Payne’s early government service from 1980 to 1988 was with the Naval Technical Automation Systems Command as an automated systems engineer, software programmer and manager for several programs and projects supporting worldwide NAVY fleet broadcast messaging systems and office automation.

In the private sector, November of 1982, Mr. Payne formed Small Business Systems, a sole proprietorship company for automated systems sales and services. In June of 1984, the company was incorporated into Computer Data Management Inc. (CDMI) providing total turnkey system solutions and local area network integration for the medical-dental market. CDMI was acquired in a 1989 merger where Mr. Payne remained as a marketing consultant for the medical-dental group until 1992. Also in the private sector Mr. Payne held a market and sales representative position from 1977 through 1980 with Economics Laboratory, an international consumer sales corporation.

Mr. Payne is a graduate of the University of Maryland, Business Management, Aug 1977. His active duty military service was as Navy combat aircrew, anti-submarine warfare from 1971 through 1975. Mr. Payne and his wife Deborah reside in southern Maryland. Their son David is a program manager with a national commercial electrical firm and their daughter Shelby is a doctor of pharmacy.
