Bio - Paul Muench
Paul E. Muench is the Deputy Chief Information Officer (CIO) for the National Geospatial-Intelligence Agency's (NGA) in Bethesda, MD. He is responsible for NGA's information technology strategy, policies, architecture and standards, portfolio management, and information assurance. He supports and assists the NGA CIO in the CIO's role as a member of the NGA Executive Committee and the Director of National Intelligence's CIO Council. Mr. Muench is a Defense Intelligence Senior Leader (DISL).
Mr. Muench joined thee Defense Mapping Agency (NGA's predecessor) in May 1992. Prior to assuming his current position in January 2007 he was NGA's Senior Science Advisor for Telecommunications and the Deputy Technical Executive for NGA's Enterprise Operations Directorate. He was responsible for the planning and technical oversight of NGA's extensive worldwide network and served as the NGA senior executive on various DoD and IC communications organizations.
From 1985 to 1992, Mr. Muench held numerous Vice Presidential-level positions with AT&T Federal Systems in Washington, D.C. During that time, he led organizations, providing program management, engineering, sales, and marketing support to both military and civil customers. He retired from At&T in March 1992. From 1969 to 1985, Mr. Muench held various management positions at AT&T, dealing with engineering, corporate strategy, regulatory matters, and financial planning. From 1961 to 1969, he was a member of the Technical Staff with Bell Telephone Laboratories. Mr. Muench is the author of numerous articles on data communications.
Mr. Muench holds a BEE from Villanova University and an MSEE from New York University. He is a graduate of the Bell Advanced Management Program at the University of Illinois in Champaign-Urbana, and a Fellow of the Massachusetts Institute of Technology "Foreign Politics and the National Interest" Program. He holds a diploma from the Joint Military Intelligence College's Postgraduate Intelligence Program.
Mr. Muench received the 2003 Distinguished Presidential Rank Award. He is a member of the Institute of Electrical and Electronics Engineers (IEEE), Tau Beta Pi, the Navy League, and the Armed Forces Communications Electronics Association (AFCEA). He is a former member of the Board of Directors of the Washington Chapter of AFCEA and a past chairman of the Management Advisory Committee for the National Action Council for Minorities in Engineering (NACME).
Mr. Muench's wife is deceased. He has three sons (one deceased), a daughter and four grandchildren.
