Bio - Robert Arbetter

Robert ArbetterRobert Arbetter was appointed Director, Collection Concepts and Strategies, Deputy Under Secretary of Defense for Collection and Analysis in June 2007 and is the first individual to serve in this newly created Division Chief position.

Mr. Arbetter was born in San Antonio, Texas.  He received a Bachelor of Science degree in Biology from Texas A&M and a Master of Arts degree in Personnel Management from Michigan State. 

Mr. Arbetter joined the Air Force in February 1976 and served until January 2002 when he retired as a Colonel.  His primary career was in Space Operations, Budgeting and Intelligence, with his last two jobs being in the Joint Staff J-8 (Program and Budget Division) working Space and Intelligence issues and in OSD/Programs, Analysis and Evaluation (PA&E), managing the Imagery account and leading several cross-community Intelligence Program Review Group (IPRG) issues.

After retiring from the Air Force, he worked as a contractor for SRA as senior analyst in the Frontiers Office of NGA, where he performed multiple collection architecture studies and orchestrating senior level wargames.  He became the Chief of Strategic Budget Analysis in NGA/FM in December 2006 before transitioning to his current position.

His awards include Outstanding Administrative Management, Air-Force wide; Outstanding Joint Staff J-8 officer of the Year for two years; and numerous unit and individual awards while serving in NGA.

Mr. Arbetter and his wife Leann reside in Ashburn, Virginia and have one son Chris who lives in Idaho.  He enjoys singing, playing the drums and trombone, gardening, backpacking and golf.
