Kevin Scheid - Biography

Mr Scheid assumed his position as Deputy General Manager NATO Consultation, Command and Control Agency (NC3A) on 1 October 2009. NC3A provides scientific and technical advice and support across NATO on matters pertaining to operations research, intelligence, surveillance, reconnaissance, acquisition, as well as air, land and maritime command and control. As DGM he supports the General Manager in executing his agency-wide responsibilities; as Chief Operating Officer he manages the execution of the Agency’s portfolio of work, while ensuring coherent and efficient project management processes.

Prior to joining NC3A, Mr Scheid was the Deputy Comptroller for the United States US) Department of Defense (2006 to 2009). He supported the Under Secretary of Defense (Comptroller) with analysis and advice on the funding of major defense acquisitions, intelligence programs, and effective budget processes. As part of his responsibilities, he performed oversight of the funding requests for US operations in Iraq and Afghanistan. During this period Mr Scheid also served as Acting Principal Deputy Under Secretary of Defense (Comptroller) for six months during the transition between presidential administrations.

Prior to joining the Department of Defense in 2006, Mr Scheid served in the newly established Office of the Director of National Intelligence as the Director of Strategic Planning. He led the development and implementation of strategic plans for the US Intelligence Community and oversaw their implementation.

From 2003 to 2005 Mr Scheid was a senior advisor to the US “9-11 Commission,” leading a team of investigators in a review of the performance of US intelligence in the years prior to the terrorist attacks, and making recommendations to the Commission on possible reforms of US intelligence. Many of these recommendations were implemented by the US Congress and the President through the Intelligence Reform Act.

Mr Scheid served for 8 years in the Office of the Director of Central Intelligence in multiple assignments overseeing several highly technical intelligence agencies, including the National Reconnaissance Office, the National Geospatial- Intelligence Agency, and the Central Intelligence Agency.

Previously, Mr Scheid served for 11 years in the Executive Office of the President of the United States, in the Office of Management and Budget overseeing the program and budget of the Central Intelligence Agency. In this capacity he worked closely with the National Security Council and the intelligence oversight committees of the US Congress.

Mr Scheid earned a Bachelor’s degree in Economics and European Studies (1982); and a Master’s degree (1985) in Public Affairs from the University of Texas at Austin.

Mr Scheid was born in Lock Haven, Pennsylvania, has a home in Alexandria, Virginia, and currently resides in The Hague, Netherlands.
