Anthony Montemarano - Biography
Component Acquisition Executive, Defense Information Systems Agency
Mr. Montemarano has the sole responsibility of acquisition oversight for all DISA’s products, services, and programs. He is the Agency’s review authority and is responsible for fostering an acquisition culture consistent with DoD acquisition policy. Additionally, he manages the Agency’s acquisition workforce, and is responsible for professionalization and career development of that workforce.
Mr. Montemarano graduated from the Polytechnic Institute of Brooklyn in 1970 and was awarded a Bachelor of Science degree in Aerospace Engineering. In 1986, he received a Masters of Science degree in Systems Management from the University of Southern California. Additionally, he is a graduate of both the Armed Forces Staff College and the National War College and has attended the Defense Acquisition University.Mr. Montemarano is a retired naval aviator with twenty-one years of naval service that included numerous operational deployments supporting anti-submarine warfare and utility helicopter operations aboard destroyers and fast frigates. He culminated his aviation career as the Navy’s senior standardization pilot for the H-2 type aircraft.
Mr. Montemarano joined the acquisition community in1986 working WIS Block A in the Joint Program Management Office, WWMCCS Information System. In 1989, he was assigned to the Defense Communications Agency and worked in the Defense Data Network (DDN) Program Management Office. He had already completed several architectural and security assignments including being DISA’s Program Manager for the BLACKER program, when in February 1991, he was assigned as one of the sector leaders of the DoD Data Task Force that formulated the concept now known as the Defense Information Systems Network (DISN).
Upon retirement from the Navy, Mr. Montemarano joined the federal service and continued in the acquisition community in the DISN Program Management Office. Since 1992, he has been deeply involved with the development, acquisition, deployment and sustainment of the DISN sub-networks. He has been a pivotal player in the acquisition, deployment and evolution of the Secret Internet Protocol Router Network (SIPRNET); the complete upgrade and expansion of the Unclassified but sensitive Internet Protocol Router Network (NIPRNET); the final phase out of the four sub-networks of the Defense Data Network; and the acquisition and deployment of DISA’s unclassified DISN Asynchronous Transfer Mode Network. In 2001, he was assigned as the Principal Director for Network Services where he was responsible for the service management of all DISA-sponsored worldwide voice, data, video and transport networks to include overseeing program management of the Teleport Program as it progressed through Milestone C. Between 2003 and 2005 he served as the Program Director for the GIG Bandwidth Expansion Program where he successfully led the acquisition, engineering, implementation and overall program management of the single largest expansion in the Department of Defense global communications infrastructure. The GIG-BE now provides a diversely routed, secure, optically meshed network delivering ultra high speed classified and unclassified Internet Protocol services to 85 key command, control, intelligence, surveillance, and reconnaissance operating locations worldwide. Since 2006, Mr Montemarano has led the Program Executive Office, for Information Assurance (IA) and NetOps Programs at DISA. As such, he has overseen various IA and NetOps initiatives to include evolution of the Public Key Infrastructure, development of the User Defined Operational Picture, acquisition of the Host Based Security System, and many other projects materially improving the security posture of the Global Information Grid.
Mr. Montemarano is married to the former Margaret O’Leary. They have two sons, Tony and Sal.
