Dr. Margaret E. Myers

Dr. Margaret Myers

Principal Director, Deputy CIO, OSD/NII

Dr. Myers is the Principal Director for the Deputy Assistant Secretary of Defense (Deputy Chief Information Officer).  She provides leadership for integration of the Department's information systems and services into an enterprise-wide Global Information Grid encompassing the collection, generation, storage, display, and protection of information, Department-wide.  She is responsible for achieving net centricity across the Department.

She served as Acting Deputy Assistant of Defense (Deputy Chief Information Officer) from March through December 2001.  Previously, she was the Director of Information Technology Acquisition and Investment for the Office of the Assistant Secretary of Defense (OASD) for Command, Control, Communications, and Intelligence (C3I) and served as Acting Deputy Assistant Secretary of Defense for C3I Acquisition.  Her other prior positions include Deputy Commander and Technical Director of the US Army Operational Evaluation Command (OEC), Director of Information Mission Area Systems Evaluation (OEC), Deputy Director of Command Control, Communications, and Computer (C4) Systems Evaluation (OEC), and Chief, Systems Performance and Special Projects Division for the Army Information Systems Engineering Command.

She earned a B.A. in mathematics from Colorado College, an M.S. in operations research from American University, and a Ph.D. in information technology from George Mason University.

Michael E. Krieger

Director of Information Policy, Office of the Department of Defense Chief Information Officer (DoD CIO)

Mr. Krieger is a Senior Executive with broad experience in Information Technology and Command and Control Systems.  Mr. Krieger served as a US Army officer for twenty-five years with operational assignments in communications and command and control. 

Mr. Krieger assumed his current position as DoD’s Director of Information Policy in May 2003.  He is responsible for providing policy, guidance, and direction for implementing the DoD Net-Centric Data Strategy, developing the companion DoD Net-Centric Enterprise Services Strategy, and enabling the transition to a DoD Enterprise Service Oriented Architecture.

Mr. Krieger is a confirmed net-centric data strategy zealot.  He believes that all information assets must be visible, available, and usable when needed and where needed to accelerate decision-making, and he passionately shares his vision with unbelievers. 

Mr. Krieger holds a BA from the United States Military Academy, an MS in Physics from Georgia Institute of Technology, and an MS in National Security Strategy from the National Defense University.


Maj. Mark Schmidt

Command and Control Space Situational Awareness Community of Interest Pilot Working Group Lead

Maj. Schmidt is a ROTC graduate of Purdue University with a degree in Mechanical Engineering.
The first half of his Air Force career centered around aircraft munitions research, development, integration and flight testing at Edwards AFB.  As a Logistics Career Broadening officer, Maj. Schmidt was the Depot Repair Information Logistics System (DRILS) Project Manager, which transitioned into becoming the Director, Combat Support and Maintenance Information Systems to the Air Force PEO for Command and Control & Combat Support.  In 2006 (last year), he was the Command and Control (C2) Space Situational Awareness (SSA) Community of Interest (COI) Pilot Working Group Lead.

Col Bryan K. Bartels

Chief of Joint Functional Component Command  GSI's Global Command & Control (C2) Systems Development Division

Colonel Bryan Bartels is an active duty member of the United States Air Force assigned to U.S. Strategic Command (USSTRATCOM), Joint Functional Component Command (JFCC) Global Strike and Integration (GSI), Offutt AFB, Nebraska.  As Chief of JFCC GSI's Global Command & Control (C2) Systems Development Division, Colonel Bartels oversees operational management of systems development for USSTRATCOM's transformation to net-centric planning.  In this role, Colonel Bartels provides the operational context and management needed to support the fundamentals (e.g., governance, data standards, systems engineering, and architecture) necessary to enable the ubiquitous, secure, and trusted information access required for USSTRATCOM's warfighting capabilities.  With full support from the Air Force's Command and Control Intelligence Surveillance and Reconnaissance (AFC2ISR) team, Colonel Bartels oversees the activities of the Strike Community of Interest's (COI's) Joint Pilot Working Group to identify and scope the information problems of the community and pilot potential solutions.  Additionally, as Functional Manager for modernization of the Integrated Strategic Planning and Analysis Network (ISPAN), Colonel Bartels oversees integration of net-centric system capabilities and oversees development of USSTRATCOM's Integrating Concepts of Operations (ICONOPS).

Colonel Bartels holds a Masters Degree in Strategic Studies from the USAF Air War College and a Masters of Science Degree in Engineering Systems Management from St. Mary's University.  Colonel Bartels attended the U.S. Army Command and General Staff College at Fort Leavenworth, Kansas graduating in 1999 and graduated from the USAF Academy in 1984 with a Bachelor of Science Degree in History.

Colonel Bartels commanded the largest bomb squadron in the USAF, the 11th Bomb Squadron from June 2002 to June 2004.  During this period he supported numerous contingency deployments while providing heavy bombardment support for OPERATION ENDURING FREEDOM and OPERATION IRAQI FREEDOM.  Colonel Bartels also served one deployed rotation as Deputy Expeditionary Group Commander, Diego Garcia, British Indian Ocean Territories.

Colonel Bartels' assignments also include two tours as a T-38 Instructor Pilot with the USAF Air Education and Training Command and one tour at Headquarters Air Combat Command (HQ ACC), Langley AFB, Virginia where he provided program management support for the Air Launched Cruise Missile (ALCM) and Advanced Cruise Missile (ACM).  While assigned to HQ ACC, Colonel Bartels was awarded the ACC Director of Operations Architect of Airpower Award for his work to improve ACC's Nuclear Weapons System Evaluation Program.
   
Colonel Bartels is a Command Pilot with over 3900 flight hours in the B-52H, B-52G, T-38, AT-38, T-37 and T-1 aircraft.
 
Colonel Bartels is married to the former Angela J. Wiswell of Lancaster, California and they have three children, Joy (18), Jonathan (13) and Joel (10).
