As Assistant Commissioner over the newly formed "Office of Technology Innovation and Acquisition", Borkowski's charge is to centralize the defining of requirements and management of complex programs at Customs and Border Protection (CBP). While this function may be new to Borkowski and our membership, his leadership as Executive Director of the Secure Border Initiative-Network (SBINet), and his commitment to solving the problems that have challenged that program, are well known.

Come hear Borkowski discuss how he intends to deliver on the first task given to him by CBP Commissioner Alan Bersin - establishing a clear set of recommendations on the scope of OTIA. What we already know is that Borkowski and team will be charged with evaluating how CBP makes decisions about technology investments, and creates the right mix of technology platforms, of which SBInet is one.

Borkowski and his program managers will share the vision for how they intend to examine and transform the technology portfolio across the integrated CBP mission space - including at the ports of entry, between the ports of entry, in the screening of cargo, and other areas. Major resources and shifts in priorities may be affected by this new focus area in DHS CBP, and at AFCEA DC you have a front-row seat to the transformation.

Borkowski underscored the importance of the effort in his recent comments to Homeland Security Today: "We have made a lot of investment successfully in increasing personnel. We've made a lot of investment, we think successfully, in putting fence where we need it. Going forward, the emphasis is on technology. So the commissioner said he needed a more holistic CBP look at that investment. [Technology] is becoming an increasingly important element of our ability to succeed in securing the borders."
