Army issues draft RFP for support services (GCN 12/4/06)
The Army late last week released the draft request for proposals for its almost $1 billion Program Management Support Services-2 contract. Vendors have until Dec. 15 to comment on the draft statement of objectives for PMSS-2. Kevin Carroll, head of the Army’s Program Executive Office, Enterprise Information Systems, said at a recent Washington, D.C., chapter luncheon of the Armed Forces Communications and Electronics Association that his office plans to release the final RFP in January and make awards in the April-to-June time frame.
DISA Official Says Change Is 2007 Watchword for U.S. Agency (Defense News, 1/9/07)

Kevin Carroll, head of the Army’s Program Executive Office, Enterprise Information Systems, has been in the government for 30 years, including 24 in the information systems arena. Carroll, whose office runs several multibillion-dollar multiple-award contracts, recently spoke at an Armed Forces Communications and Electronics Association-Washington, D.C. chapter luncheon and outlined several market trends.

The Defense Department used to lead technology development, but now industry leads and government adopts, officials said Jan. 9 at a luncheon in Washington. As a result, The Defense Information Systems Agency is trying several innovative ways to bring the best commercial information technology products to DOD as it moves away from propriety systems and software in its search for greater speed and flexibility.
